ADSIS

Alternative Delivery of Specialized Instructional Services (ADSIS) is an application process for districts and charter schools to apply for state special education aid. The purpose of ADSIS is to provide instruction to assist students who need additional academic or behavioral support to succeed in the general education environment. The goal is to reduce the number of inappropriate referrals to special education by providing supports early to struggling students. Districts are expected to align the ADSIS program within their existing continuum of supports, collect data as specified in the application, and submit evaluation information to the Minnesota Department of Education (MDE) each year to determine program impact.

Eligible applicants are Minnesota public school districts and charter schools that provide direct services to K-12 students and preschool students who are part of district programs that generate general education revenue. Cooperatives, education districts and intermediate school districts may not apply on behalf of member districts.

Each district application identifies the buildings, grade levels and service areas for their plan as well as the decision support data system, evidence-based practice and service delivery model. Service delivery models include location (general education classroom or alternate location), number of students (individual or small group), frequency and duration of services, and schedule (during school day, extended school day, or extended school year).
